BACKGROUND INFORMATION

SIMU which was established in November 2000 (the end of the 7MP, 1996 - 2000) was entrusted to monitor and evaluate the implementation of all approved State funded development projects under 8MP (2001 - 2005). The scope and areas of responsibilities assigned to SIMU are ever increasing and has expanded.

On 1 July 2004 following the Cabinet reshuffle new Ministries were created while the roles of existing Ministries were refined and refocused. As a result, this has impact on some of the functions undertaken by Special Projects Unit (SPrU). After reassigning the above tasks to the agencies concerned, the remaining tasks in SPrU will be continued under the restructured SIMU.

In 25 November 2004, Special Projects Unit (SPrU) has been merged into SIMU. The merging is to strengthen the implementation and monitoring and to rectify the shortcoming and weaknesses.

Rationale for the Proposed Merger of SPrU into SIMU:

  1. Increasing expectation and areas of responsibilities
  2. Cabinet Reshuffles, New Directions and Priorities
  3. Preparations of 9MP (2006 - 2010)
  4. Additional Scope of Work State Minor Rural Projects (MRP)
  5. Optimisation of Existing Manpower

Both the State and Federal Government have repeatedly emphasized the growing importance of implementation monitoring and evaluation as part of the government's continuous efforts to improve service delivery. This is also encapsulated in the Government's strategy to bring about greater development to State especially in ensuring that programmes and projects implanted will impact and benefit the target groups.

MISSION

"To ensure that all development programmes/projects are implemented according to policies, goals, objectives and strategies set by the Government through effective programmes/projects implementation and efficient monitoring and evaluation"

OBJECTIVE

State Implementation Monitoring Unit (SIMU)

i) To ensure total and successful implementation of the Five-Year and other Development Plans.
ii) To ensure that all development programmes/projects are implemented in accordance with the State and National development policies, thrusts and agenda.
iii) To ensure implementation and completion of programmes/projects according to schedule, budget and objectives.
iv) To manage and continuously improve monitoring and evaluation (M&E) system, methods and mechanism to ensure efficient and effective monitoring of programmes/projects.
v) To detect and resolve issues and problems faced in the implementation of development programmes/projects at the earliest possible stage so as to avoid delays.
vi) To ensure equal emphasis is given to all planned development programmes/projects irrespective of costs, scope and location.
vii) To ensure that all programmes/projects are implemented according to most cost-effective mode of implementation, compliance to rules and regulations and ultimately benefiting the target groups.

FUNCTION

i) To monitor and evaluate (M&E) the implementation of development programmes/projects in accordance with the State and National Development Plans.
ii) To monitor and report the status and performance of all programmes/projects through online monitoring system - Sarawak Monitor (SM) and other monitoring methods.
iii) To detect, analyse and resolve issues and problems affecting the implementation of programmes/projects.
iv) To liaise and co-ordinate with the State's Ministries, Department, Statutory Bodies and Local Authorities regarding programmes/projects implementation and monitoring at the agency level.
v) To liaise and co-ordinate with the Resident and District Offices on implementation planning, monitoring and evaluation at the Divisional level.
vi) To work closely with the State Development Office (SDO) and other Federal agencies on programmes/projects implementation and monitoring in respect to Federal funded projects.
vii) Secretariat to the State Development Monitoring Committee (SDMC) and other committees and task forces on M&E.
viii) To provide inputs in the preparation of the Annual Budget Speech for Minister of Finance and Wing-up Speech for YAB Chief Minister.
ix) Serve as Member of the Annual Budget Examination Committee.
x) Serve as Member of State Task Force on the Preparation Five Year Development Plan and the Mid-Term Review.
